Oregon has no permit to purchase and no registration in force today. At the dealer you show photo ID, fill out ATF Form 4473 and the dealer runs your check through the Oregon State Police Firearms Instant Check System, which costs $10 and clears most buyers in minutes. Federal law sets the dealer minimum at 18 for rifles and shotguns and 21 for handguns. Oregon also requires a check on private sales, which both parties complete at a licensed dealer. Measure 114 would add a permit to purchase, but it is delayed and still in court.

Open carry of an unloaded or loaded handgun is legal for adults in most of Oregon, but ORS 166.173 lets a city or county ban loaded firearms in public places, and Portland and several other cities have done so. A concealed handgun license exempts you from those local rules. The license comes from the Josephine County Sheriff, not the state: you must be 21, a resident, pass a background check and show proof of a handgun safety course. Licenses run four years. Since 2025, local governments may also bar licensed carry inside their own public buildings.
Oregon Department of Fish and Wildlife rules for 2026 put the western Oregon general rifle buck deer season on October 3 to November 6, 2026, while eastern Oregon buck hunting moved entirely to controlled Deer Hunt Areas that you must draw. General elk tags cover the West Cascade season, November 7 to 13, the Coast first season, November 14 to 17, the Coast second season, November 21 to 27, and the eastern Rocky Mountain second season for spike bulls, November 7 to 15. Deer take a centerfire rifle of .22 caliber or larger, elk .24 or larger, and a semi-automatic rifle may not hold more than five rounds.
Josephine County covers the Applegate Unit and part of the Chetco country, steep Siskiyou ground with blacktail, Roosevelt elk and a long bear season. Most access is Rogue River-Siskiyou National Forest and BLM land, so check district closures before shooting or hunting.
The Rogue River-Siskiyou National Forest and the Illinois Valley toward Cave Junction give the area some of the roughest public hunting ground in western Oregon.
Oregon has no state network of public ranges: the Department of Fish and Wildlife runs a shotgun range and an archery park at E.E. Wilson Wildlife Area north of Corvallis and an archery range at Junction City Pond near Eugene, and that is the whole agency list. National forests, BLM land and state forests allow dispersed target shooting under posted rules rather than at designated sites, so check the local ranger district, BLM district or Oregon Department of Forestry office for closures before you go.
