Open carry of an unloaded or loaded handgun is legal for adults in most of Oregon, but ORS 166.173 lets a city or county ban loaded firearms in public places, and Portland and several other cities have done so. A concealed handgun license exempts you from those local rules. The Wilson and Trask units behind Tillamook are Roosevelt elk and blacktail ground, mostly Tillamook State Forest, where target shooting is also allowed under state forestry rules. Tillamook Bay and the river bottoms hold ducks and geese through the Zone 1 season.
Tillamook State Forest, replanted after the Tillamook Burn, covers the hills east on Highway 6, and Cape Meares, Netarts and Nestucca bays sit within twenty minutes of downtown.
Oregon has no state network of public ranges: the Department of Fish and Wildlife runs a shotgun range and an archery park at E.E. Wilson Wildlife Area north of Corvallis and an archery range at Junction City Pond near Eugene, and that is the whole agency list. National forests, BLM land and state forests allow dispersed target shooting under posted rules rather than at designated sites, so check the local ranger district, BLM district or Oregon Department of Forestry office for closures before you go.
